First of all, I don't think eye and hair colour are main characteristics to be discussed. Plenty of Northwestern Europeans have dark hair and/or eyes and plenty of Southern Europeans don't. Brits and Irish are darker-haired than Scandos.
Facial features, indeed, matter but after all:
1) Southern Europe was historically influenced by Northern tribes
2) This guy to me looks more like a general westerner (I'd rather guess him as French or Northern/Central Italian). Phil Neville (ex-Man. United player) is someone who looks more British to me.

He doesn't look white Brazilian/Latino to me... of course, he pass here, but doesn't have a Brazilian vibe, more like American (what he is).

I'm yet to see a White Brazilian that looks White American, except for German-Brazilians, even our Western Euro shifted types still look diferent from Muricans.
