He was probably part of their focus group. But yeah, I don't understand the overlap with East Euro. Hopefully their update will make the components more regional. Right now Balkan covers 1/3rd of Europe and overlaps with East Euro. They also have a separate Greek component for some reason, even though Balkan is shown to include Greece. If they have a separate Greek component for Greece/Albania and another one for Northeast Europe, then Balkan or even better Southeast Europe should mean South Slavic + Romania and Moldova. They also happen to form a genetic cluster.
