Regarding where the first guy could pass:

Finland for sure. He looks very Finnish in my opinion.
Apart from Finland he would also pass quite well in Estonia, Latvia, Lithuania and Northern Russia.
He could also pass in Poland, Belarus and Ukraine.
Similar types are definitely more common in North-Eastern Poland than Southern Poland.
Still I don't think anyone would consider him to be a foreigner even in Southern Poland.
He could pass in my area.

I am not sure what about countries south to the Carpathian Mountains.
Like Slovakia or Czechia. Probably already atypical but could pass.

In Mediterranean he would be completely alien.

I don't know much about Scandinavia and Germanic countries.
He doesn't seem very Germanic looking to me, more like light Balto-Slavic type.

The nordid component is obv. stronger in both of them. The other component is either baltid or neodanubian, or lappid. They still look western to me.
