They can be in every ethnicity. Seem more common in Western Europeans than in Easterners, due to Mong admixture in the East probably.

Member Komintasavalta often mentions this in his threads, he is very fond of the positive one. My gut feeling says the positive one is (proportionally speaking) more common in Siberia and the negative one in the Middle East, but I don't have any data.
