Is he only 0.6% SSA? People say NA are around 20% SSA.

Not in 23andme but on gedmatch his SSA would be reduced though a bit due to substantial British admix

Could be both but would guess moreso Britain Libyans don’t score much south euro like lots of Moroccans do

Is he exactly half British ? He should score atleast 45% British /Irish on 23andme.
