He actually look like a mix between Todd Howard, Eddie Redmayne and Duchovny as you said.
He looks like some bashkirs to me, has those watered down asian traits who turn into ""dinarid"" looking. Not of a surprise he has burmese ancestry. There's Geert Wilders who has asian ancestry too and it's visible in the hooded eyes and general head shape.

Duchovny looks like a full dinaro-atlantid, this guy looks like Kelto-uralic + Nordid-med, at first I thought he looked KB but have to look closer before making a full assumption.
