Do you think this is simply a common ancestor or genetic similarity in general.

7cM and also only 1 segment, these two together usually don't point necessarily to such recent common ancestry, it may be just recombination

Why not? Doesn't this work the same way as 23andme. 7 generations ago 1 common ancestor among 128 ones it's not unlikely that we share this little.

it's too small and only one tiny segment, the chances of you actually sharing a common ancestor 7 gen. back are very slim, it's also possible that people that live in the same area for many generations end up, without knowing, marrying distant cousins, this reduces the pool and creates these small shared segment on a greater scale, without having an actual close connection. Another possibility is just by chance.
Anyhow, you will only be able to prove a real link if both of you have a well made family tree.

7cM or even 3-4-5 cM is valid enough to consider that you have a link with that person. It is even more improbable that it is just casualty. There is a website in which they are even showing that 1cM could even trace common ancestry (I donīt remember the website). But what I question is the generations back. 7 generations is like 150 years although you are from the USA, so it could be valid since you are a Young country. Most of my gedmatch matches are under 12cM, most are 7cM and I also have done FTDNA and they have told me that there is no match for me in their database for the last 2000 years. So, imagine how old the relationship could be (most have Irish surnames, or Gaelic, so even from the Celts).
You can also check the start point of the segment and the end point. I think you have to pay for it in gedmatch. I did it some years ago, and I have some matches in which the initial and end point were exactly the same, so even if it was a 7cM segment it meant it was valid because even people related to that match also matched me inside that segment range.
