THE first policy utterance from Julia Gillard after her appointment as Prime Minister was to reject Kevin Rudd's "big Australia".
Yet Immigration Minister Chris Bowen recently announced the biggest permanent migration program in Australian history, which will bring 199,750 more people here - up by 20,000.
Coupled with 150,000 more births than deaths each year, Australia remains on target for at least 36 million people by 2050.
