Yes, but it was a German-speaking village - not a Masurian-speaking village.

Kreis Preußisch Eylau was ca. 99% German-speaking already centuries ago.

I think this person must have a lot of Old Prussian ancestry. And maybe some Prussian Lithuanian (from Ragnit & Labiau areas) too?

Yes this guy can also be a German from Kaliningrad Oblast. The kit that Lucas found he claimed is from Kreis Labiau, and has such results in Dodecad V3:
