His mouth and chin area suggests Irish influence, went to school with an Irish lad who looked a lot like that.

Most Irish-Americans aren't fully Irish and have admixture from English, Germans and Italians.

It's common. Some Irish have a distinctive shape. I don't know if it occurs in other populations but possible. Think JFK. These are all Irish rugby players that I think have that type of eyes that many Irish have.

It is like a fold in the eyelid. A reverse epicanthic fold. :) Anyway it is something that is relatively common in Ireland.
