I would describe them as deep-set & hooded. Maybe slightly downturned. Not really sure though.

Personally find that they are a really sexy but rare combination. Anyone know where they are most likely be found?

in 1st woman, it's germanic, Some Brits might have it. Dozens of Americans have it.
in america I'd say Texas for the 1st woman. anglo-germanic type

2nd woman is North Italia born, She look a little bit latin too along with the Germanic.. So i pass her

3rd woman is another German Looking. She's Rachel Bilson, American, L.A born. her mother is italian-american father was ashkenazi jew...
look alpinoid-med but still germanic for some reason..

Some Pontid and Turanic people(around northwestern portion of blacksea)
even Finnish have that kind of folds. (similar but not from the same reason)
but eye downturning is different subject i think.

That was impressive!
The first girl is indeed from Texas. Her brother looks very german.
As well as the second girl being from northern Italy.

Why would it be more common in America?

I'm surprised its considered germanic cause I've only ever really noticed it on brunettes. Maybe its just some sort of preferential bias though.
