My ancestry is one quarter Neapolitan, 1/8th Swiss, 1/16th Trentino, 1/16th Istrian Italian (mixed with Croatian down the line), 1/8th Sicilian, 1/8th Romagnolo and a quarter Chinese. On my Gedmatch oracles I am surprisingly very Southern shifted, I am modeled as South Italian with a quarter Chinese. How is it possible that I have this much Neolithic ancestry?

Swiss Italian or Swiss German? Not that it's important at such a low level but still might be noteworthy.
25% Neapolitan + 12.5% Sicilian equals 32.5% Southern Italian. 42.5% Northern/Alpine Italian. Ideally you should be more like 75% Central Italian and 25% Chinese but I guess it's not always so clear cut. Perhaps the raw data also leaves much to be desired.

You inherit about 50% from each of your parents, but after that inheritance is somewhat random.
You have mostly Italian ancestors so it makes sense.

Interesting! That probably explains it, but I'm still a bit surprised that I have quite the Southern shift considering who my ancestors were.

One explanation: Random inheritance - you simply inherited more of the southern genes.
Also could be flaws in the raw data interpretation, calculator algorithm, or population averages could be faulty due to poor sampling.
Speaking of population averages, they are only that, an average, and all of the GEDmatch calcs are based on averages. There will be a normal range of variation on either side of that average.
Having seen many, many user calculator runs over the last 3 years or so, the disparity in your results does not jump out at me as anything particularly unusual. Actually, I think it's interesting when things don't quite match up to expectations, it means that it's time for an investigation. I'm still investigating my own results three years later, it never ends my friend.
