His name is Hector Langevin, he is born in Aix-En-Provence (southern France) but his surname suggest that his ancestors were from the region of Anjou in western France.

He can pass in Germany, Netherlands, Low Countries, maybe north Italy or Swiss. Would be atypical for UK because he looks more continental to me.

Not too atypical, just a tad atypical. His pigmentation is not atypical at all for the UK, just the facial features seems more continental European than UK.
