If Lybia doesn't turn into an obedient lap dog for the Western powers, which it won't, you bet the countries of the NATO will fuel sectarian conflicts to gain at least some influence on the region, united or not. This was a stupid war, and the Arab states only backed it because Gadaffi was an enemy of the Saudi royal family.

And yes, there is no evidence of civilian killings by Gadaffi forces, NATO and the rebel fighters were definitely causing civilian deaths.

What NATO was supporting was not a civil revolt, like those happening in countries involved in the "Arab Spring," they were supporting armed subversion by different factions whose aims were never even clear!
