I think the average is more or less balanced mulatto, with the extreme limits being Miguel Bogaert Marra (who looks Atlanto Medish) and Enriqueta Rojas Javier (who looks heavily Sudanid).

Are they ethnically representative of the capital? Do you know any of them personally?

Yeah, they more or less represent the gamut that can be seen over here, which these days represent the entirety of the island. People in Port Au Prince would object heavily and loudly, but if it were to be put up to a vote, this city would be the islandwide capital, just like it was during the early colonial era.

I only know them by sight, since I have had to attend some governmental fetes being a public worker and all.

I was looking through the MPs from different provinces, and the ones from Santiago looked marginally whiter than most of the others.

Yeah, that has been the norm at least since the Canarian migration wave from 1680's to 1780's. I don't know if you remember kilometro7 from ABF, but his pheno is really representative from people in the province.

In the past when there was less social mobility, more societal prejudice etc, did Dominican politicians (whether democratic or dictatorial) look whiter on average than today?

In some regions it was. In the upper southwest, from whence my mother hails from, mixing among those Canarios was heavily frowned upon, but then, it was to be expected, cuz the majority of the wars with the Haitian part of the island were fought there, and even today the local blacks of the area are looked upon with suspicion, since some of them are into shamanism and all that stuff.

Triracials, most of them. Caucasoid dominates... They are very similar to Pardos in Brazil but with more Amerindian. Those so called whites posted here look as mestizo as it gets.
