He has a very preppy look. Also, I'd like to know please how to describe his hair colour, as there is often confusion as to what constitutes 'blond'.

Try opening your eyes and focusing on the area on top of his head wear the 'hair' part is located. After you do this make sure to process this visual information for as long as it takes to determine what 'color' it is. This might include comparing that visual information to your understanding of other colors such as 'blond', 'brown', 'black', etc. It might help you to stare at his hair while you think about it a bit, some people take a bit longer than others to process things and that's okay.

After you have done all this make sure to store it in your long-term memory and tell all your friends about it. They will admire you a lot for sharing this knowledge and definitely won't think of you as some degenerate freak.

To me he is among the lightest one third or so of the native White British population.

Keltic Nordic. I would describe his hair as "sandy", I think.

The main reason I ask is that many Latin Americans refer to such hair colour as "rubio" or "louro", when to me it is more like light brown.

Probably yeah but if you go to say a Chelsea match guys like that are very common, maybe half i would say in the SE area where the whole pigmentation is taken into account, it might be different in Wales.

Yeah, the layman here would call him either rubio or gringo, more or less. Very few have the measure of the degrees in blondness.

Really? I'd say he has more of a normal/regular pigment.

Even in England (or most regions of it, at any rate) most adult men have hair colour and facial traits more similar to Hugh Grant and Piers Morgan than the OP.

The majority of adult men in Britain have hair colour at least one or two shades darker, like this:

They are both of a similar fairness, it is people like Paul Bettany that would be in the lightest quarter imo.

Well in general most are brown-haired, but more specifically medium-brown. Which would include OP and some of these people. It's just normal distribution, a wide range of medium hair pigmentation with smaller amounts of light hair and dark hair pigmentation.
