There have been twice as many rapes committed in Oslo so far this year as in the whole of 2010, nearly all of them by immigrants, Oslo Police statistics have revealed. Of the 48 rapes committed in the city in 2011, a suspected 45 are from people of a ‘non-Western background’ (code for non-white), most of whom are said to be asylum seekers.

A huge influx in immigration into the city has seen the number of rapes go up by a shocking 84 percent in the past decade, and by 20 percent in the last three years alone.

Last Saturday 300 people marched through the streets of Oslo in a torch-lit demonstration against rape called ‘From fear to action – Take back the night’, protesting about their lack of safety.

However, despite the police deploying 20 extra officers at the weekend, six more rapes and sexual assaults were reported by Monday.

On Saturday evening, two 16-year-old girls were raped at the Oslo S train station. Five men aged 16–20 from Afghanistan and Pakistan were arrested.

Another woman was raped in Slottsparken, just metres away from Norway’s royal palace. The 20-year-old described one of her two attackers as ‘dark-skinned and round in the face’. On Sunday morning a 17-year-old girl was found naked in the street after running from an attacker in her flat.

The same morning, an 18-year-old woman was raped by two men in Vaterlandsparken, and a 20-year-old woman reported a taxi driver who tried to force her to perform oral sex on him in his car.

Another rape attempt and a mugging of a woman took place in the district of Bislett. A newspaper report said men from Sri Lanka and Iran were arrested.

The huge overrepresentation of foreign rapists in Oslo and other Norwegian towns has become so undeniable it has prompted mainstream politicians to speak out on the problem.

Høyre (Conservative) politician André Oktay Dahl told television channel TV 2 that ‘it cannot be denied that many of the culprits have an ethnic background with a critical view of women’.

Oslo’s mayor Fabian Stang, also from Høyre, said to broadcaster NRK: ‘I’m afraid the time is ripe to consider a way of limiting [asylum seekers’] freedom, even though I find this difficult.

‘It seems we have a big problem regarding assault rapes and asylum seekers. Not putting somebody in jail before they have committed a crime is an important principle, and we must not stigmatise certain groups, but at the same time, I feel the women are paying the price for these principles, and I think we should be able to discuss whether this is right.’

Police and immigration authorities have criticised Mr Stang for his comments, stating that just because police figures ‘show the majority of assailants are described as non-Nordic doesn’t mean they are asylum seekers’. That politically correct rebuke is contradicted somewhat by the fact that the country’s Directorate of Immigration (UDI) routinely screens a two-minute animation film to asylum seekers, instructing them that ‘rape is wrong’.

Fremskrittspartiet (Progress Party) leader Siv Jensen also spoke out on the matter, grilling prime minister Jens Stoltenberg in parliament.

She said: ‘Unfortunately, it is a fact that asylum seekers are overrepresented in these statistics. When does the government plan to implement measures so women can feel safe?’

Sadly for Norwegian women, the obvious measure to stop nearly all such rapes, ceasing immigration and deporting all so-called asylum seekers, is not on the liberal government’s agenda.

Instead, Stoltenberg has travelled to Copenhagen to speak with its mayor and chief of police to take advice on reducing the number of assaults. One of the ‘solutions’ proposed is increased surveillance at bus stops and other public transport hubs, further limiting the privacy and rights of native Norwegians because of the dangers imposed on them by their elected politicians.

Sadly, Copenhagen isn’t in much of a position to offer advice on the situation anyway; 44 rapes were committed there in 2010, in a city not much bigger than Oslo. Heavily Muslim Stockholm has also seen a rise in cases, with 15 more instances this year than last.

A reported severe lack of resources for Norwegian police forces has also been blamed for the rise in rapes, leading some journalists to question the government’s continued obsession with foreign aid and providing generous benefits packages to bogus asylum seekers at the expense of funding the protection of their own people.

It's not an "epidemic", and the BNP is probably not the best source to get reliable facts from.

What we need is stricter immigration policies, more funds and resources for the police and more police on the ground, and we need to get out of Schengen and stop listening to the EU and UN on immigration.

Of course, it is hyperbole, propagandistic. Just as the media's portrayal of the constantly growing danger of the far-right is hyperbole.

But the fact that virtually all reported cases of rape are being committed by non-European immigrants is not something that can be explained away.

Just my take.

Plenty of these asylum seekers are in hiding, without ID papers and protected by the churches and naive people who don't ask questions. This way, the police are having a hard time finding some of these people. The problem obviously starts with our immigration offices letting in people with no ID's, but we're pressured to do so by the US, UN and EU out of humanitarian reasons. I think it's pure nonsense, you can't expect countries to take in people they know nothing about. People who lie about their nationality and background.

The worst thing is that many asylum seekers simply get `lost` in the system, due to administrative incompetence.

Correct, the right also gets flak and most of it is undeserved, but frankly people don't know the full picture of the political situation here, for example, and they think that a party like the Progress Party will be a "pro-European" and nationalist, when it's more in the spirit of Geert Wilder's Israelophilia, and the populist "cheap booze and low taxes" mantra. :shrug:

I'm also tired of foreigners (Americans in particular) who are using hyperbole and distorting the truth about what goes on here, in order to suit their Europe-hating agenda. Some people need to mind their own business as well as stop trying to manipulate the masses by abusing these events for their own causes.

I think you'll find that people on this board are more aware than most of the differences between a real nationalism and the neoconservative agenda of people like Wilders. Just ask Joe, and he'll tell you how the progress party is the only hope for Norwegian nationalists. Ask me, and I'll tell you that I don't consider them principled nationalists. ;)

Ditto. BNP isn't American though. And I doubt that for example Fjordman, a Norwegian (at least presumably) himself, would have used a radically different description of the rape-stats.

I reiterate that said "pro-ABB English yokels" got their facts from source -- the Oslo police. The truth value of statement does not change based on who makes it.

Is it justifiable to talk about an epidemic, if for five consecutive years, 100% of Oslo's "bush rapes" (rapes where the attacker is unknown to the victim, and the crime takes place outdoors) are committed by immigrants or asylum seekers? That's of course a matter of opinion, but imo it's not completely outrageous. In fact I've used the same word myself (http://www.theapricity.com/forum/showthread.php?t=16575).

Bureaucrats delay Oslo rape enquiries

Public and private actors disagree about how to solve Oslo’s recent rape crime-wave whilst a serial rapist could be on the loose. Amongst differing opinions also come warnings that Anders Behring Breivik could have inspired whoever is behind them.


Quality fears

51 reported assault rapes have been reported in Oslo so far this year. Aftenposten claims it has seen official police figures showing 43 of these occurred between 10 pm and 6 am the next day. 38 happened in the six hours from midnight.

The paper also reveals three reported assault rapes took place in broad daylight; on 18 March on Alnabruveien at 11:30, in Tøyenparken at about 17:00 on 13 July, and at approximately 3 pm on 5 September in Inkognitogata. A further previously undisclosed assault rape also occured at 3 am on 22 October on Ulvøya.

As investigators try to piece together whether one serial rapist or several rapists are responsible for the most recent attacks, it is revealed they use just one forensic genetic lab in the whole country.

Amongst unwillingness to commercialise the branch, unlike in the UK, for example, government officials have decided only the Institute of Public Health is to carry out all forensic analysis.

The Ministry of Justice argues this is because “gathering and securing evidence in criminal cases falls under [the responsibility of] the police and prosecuting authorities”.

Another publicly funded alternative is available at the University of Tromsø, but budget constraints will prevent it from being used to its full capacity.

The centre’s project leader, Lars Uhlin-Hansen, says, “We were given 10 million kroner over 3 years by Parliament to build up a forensic genetic centre attached to the university. Parliament wanted an alternative environment both for academic reasons and out of consideration for legal safeguards.”

“Everything is ready but we’re lacking a computerised solution, making it impossible to report things electronically. This costs 5 million kroner. We don’t have the money any won’t receive the allocations in next year’s proposed national budget,” he continues.

Oslo police are currently waiting for DNA results to 16 rape cases from the Institute of Public Health. Nevertheless, Officer Hanne Kristin Rohde states that, “We have a good cooperation with them, and get quick answers in urgent cases, at the most one or two weeks.”

“It’s quality that counts, and we are very satisfied with the service provided,” she says, not wishing to confirm how long they have been waiting.

Not difficult

Minister of Justice Knut Storberget has convened a meeting between Oslo police, police officials, National Crime investigators (Kripos) and the Director of Public Prosecutions (Riksadvokaten), Friday.

Aftenposten reports police figures show 22 assault rapes took place early on or slightly later on Sundays, 11 on Saturdays, 5 on Wednesdays, the same on Fridays. For Mondays, Tuesdays, and Thursdays, assault rape statistics are 4,2, and 2, respectively.

Confirming he will not be considering a private DNA analysis solution, however, the minister declares, “I think the Institute of Public Health conducts very good analysis. It also carries this out very quickly in prioritized cases. The fact it takes time is due to other things.”

“The whole procedure is normally completed in about six hours,” Ragne Kristin Farmen, manager of Gena, a private DNA analysis institute in Stavanger, tells The Foreigner.

Rather like programmes such as CSI, most samples come as swabs with small DNA fragments from bodily fluids, human skin or hair. Sometimes, the material is on the victims’ clothing.

“We cut off the tip of the swab, or a cut small piece of the fabric and then extract the DNA. This takes approximately an hour. The sample is then put into a PCR machine (polymerase chain reaction), which copies the small DNA fragments a few million times to provide a sufficient DNA fingerprint. 100 cells are enough. Less than half-a-teaspoon – 1 millilitre – of blood contains 10 million,” she says.

Approximately three hours later, the machine has divided the cells and an producing a DNA fingerprint takes another hour.

“Depending on the complexity of interpreting this, the entire procedure is complete one hour later.”

Latent

Meanwhile, Peter Gill, a Swedish violence researcher, believes Anders Behring Breivik’s attacks could have inspired the rapist(s).

“What is special about Breivik is that he brought an evil thought to life. There are many children who are bullied, aggressive, but they don’t turn thoughts into grounds because of that,” he tells Vårt Land.

He admits drawing a connection between a rise in Oslo’s assault rapes and Breivik’s actions could be “pure speculation” unless it “turns out not to be coincidental.”

The professor also warns that people could be committing a major mistake by thinking Breivik is a mad man.

“Everyone has parts of Breivik inside them. However, he put these together. There are also men in Norway who are quietly impressed by what Breivik managed to do. This could trigger others to cross the line too.”
