What do you mean? Do you mean for example clades downstream of E or J that are believed to have mutated in european territory?

I1 and I2 are the ultimate european y DNA in every sense possible, probably the only ones that can fully claim that. That is why the paleo gang is so proud.

Yes.
E1b - V13 has been in Europe since neolithic and mutated in Europe possibly , I think It is the only clade of E1b that did so.
About J possibly none of its major subclades seem to be European all having mutated beetwen the zagros and northern caucasus.J2b2a1- L283 tho is almost entirely european in distribution and have been in Europe in a relevant amount since the bronze age mainly among Illyrians, and also there is a small chance this mutation(L283) happened in south Rússia, but it is uncertain.J2a-M69 also have been in Europe for quite a time.
About G, R and T i dont have enough knowledge.

There are many subclades of R1a and R1b that are found exclusively in those with European ancestry, so I wouldn't describe them as non-European but as others have mentioned I2 and I1 are the oldest lineages derived from the Western Hunter Gatherers of Europe.
