No, it is not tan. I love to be tanned, difference between swarthy and tanned are obvious. Look at his eyes, eyebrows and low forehead. Also nothing Croatian about his features. Mesic is not a good example at all.

I am not sure. Sure he could be a Croat, albeit exotic one. He reminds me of a friend husband who is full Croat though (but with much lighter skin)
Nevertheless he looks like mestizo or something, perhaps he is mixed Croat from Chile, Argentina or Paraguay (and those Croats are over represented as military mercenaries with Croatian nationality)
