Nowadays, it is deliberately attempted to show among the white inhabitants of Russia that they have asian characteristics to convince the world that they are mixed up with the Mongols and Tatars. This would be an excuse to accuse them of being barbaric. While in reality the Russians did not mix with the Tatars because they were hostile to each other. The Soviet stuff you mention are not reconstructions, but artist's impressions. The actual Scythian skulls show that they were narrow-faced, narrow-nosed, long-headed, long-faced and with a maximum of facial relief, totally unlike those flat-faced Russians.Thus they were absolutely Caucasoid and Nordic in morphology.

Even the Siberian Pazyryk Scythians from near China looked Nordic:
