Perhaps the conjunction of all that you propose; although it has variations depending on the age, in a particular age it seems to me to be Latin, I think it may be a product of Rome.

Tennant is nowhere near that swarthy or Southern-looking. To answer the OP: more Iberian, but could pass as a darker French or even Belgian too.

French, his upper face is a bit wide for a typical Iberian though he would not look too foreign in Spain

Yeah. Also his eyebrows are more bushy giving off a more swarthy impression besides that.
