Probably Number 1 by far but number 2 don’t look off at all either.

Probably Number 1 but both do…

Although until now I have always said that Celine Dion looks distinctly French, looking at her again she actually has quite a 'pan-Latin' face, in that she passes to varying degrees quite well in Montpellier, Madeira, Malaga, Milan, Montreal (of course), Monterrey, Medellin and Mendoza. xD

And Buenos Aires/Montevideo/Sao Paulo/Río/Havana. ;)

She's definitely part of the French (descended) spectrum that does overlap strongly with the Spanish and Portuguese-speaking worlds. On the other hand, I cannot imagine Brigitte Bardot or Marine Le Pen passing that well in Argentina except as atypical.

Marine and Brigitte only pass ok in the Valley of Chubut River among the welsh descendants but also Killye Minogue pass there…
It’s not a parameter, in the biggest cities would be seen as quite atypical women ofc.

I thought Argentina had a fairly large French community anyway though? And where are they mostly based?

They do. This Argie expat here is one of those:

Jorge Rolando Bauger, main promoter of soccer in this country.

And also me… I have ancestors from Mont de Marsan (Aquitaine) and I scored 12% French in Ancestry.com.

I am southwest french descendant in a way.
Most of them live in Buenos Aires, BA province, Santa Fe, Entre Rios, Córdoba and La Pampa.

In fairness, once you take out Quebec and Louisiana (and pre-1960 Algeria), they have emigrated far less than have the British, Irish, Dutch, Germans, Portuguese, Spaniards, Italians, Greeks, Poles, Croats...

An odd phenomenom indeed, considering the scarcity of land vs the abundance of people plaguing the place since the early modern era. Not even being used as cannon fodder in all those wars from Henri IV onwards was enough to put a cap on the problem, until the revolution came.

Well compared to a lot of other European countries, even today France is quite sparsely populated relative to its size, and WWII notwithstanding it hasn't had either the dictatorships or severe poverty that to varying degrees have characterised its German, Spanish and Italian neighbours in particular (and many others too).

Would family two perhaps fit better in Northern Argentina?

The first family looks too northern(unless they would be German Argentines or something), the second looks too Amerindian. Most Argentines are a mix of Italian and Spanish so I would expect more unmixed southern Europeans. Something like Javier Bardem, Antonio Banderas(both very average for Spain), Al Pacino(average for Italy) looking people.
