This article gives one more example of how many levels of government are ignoring the Constitution. It also shows how in many cases, taxes are just taking money from one person, and redistributing it to another.

The Fifth Amendment says private property shall not "be taken for public use without just compensation"
Some courts do not consider money to be property.

Free world? No.
Of course this will be great for those in power, it could start small (or big as it were) but in the end it would dissolve into confiscating a neighbours property to enlarge another persons because the recipient is a friend of the governor. It opens the way for all sorts of fraud, and bribery.
