Huaiyi is the Only Dongyi branch that actually goes to war and raid,Huaiyi might be the only Dongyi, and Dongyi itself is an umbrella term,Huaiyi origins in Jiahu culture.
Huaiyi was sinicized during Zhou dynasty,Many Chinese surnames came from Huaiyi like Li the surname is Huaiyi origin, the sinicization was recorded by Zhou dynasty historian to promote the "culture victory" of Zhou.

The Qin dynasty had nothing to do with Dongyi. Dongyi is a general term used to refer all non-Hua barbarian hordes east of Henan (this means various Baiyue ethnic groups from the Southeast and Beidi ethnic groups from the Northeast). There was nothing called Xirong race (it included both ancient Tibetans and Indo-Europeans who were not the same race as each other, they were known as western barbarians). And there is no evidence to suggest that Qin Shi Huang belonged to a non-Hua ethnicity.

That's ironic because the origin of Zhou dynasty is debatable, it was not a single dynasty for one, just warfare between competing royal dynasties of numerous smaller kingdoms. Mencius even said King Wen had the same origin as the "western barbarians". Plus Qin and Zhou had differences in culture. Legalism was Qin for example.
