Sen when does Albania have 38.10% E-v13 its more like 26-27, R1B is closer to 19%, J2 is 16.4 and thats statistics from rrenjet there DNA site.Dont know about I2 seems a bit high for Greece.
Greeks and Albanians are not same people so it makes sense that the haplogroups dont have the same %

I would say that your sample size is way too small.

We know J2b-L283 was present in Myceneans and was from cetina culture before Mycenaean existence.
Haplogroup Ev13 came later into the balkans and I don't know where it came from.

If these are from the Greek ftdna project the n is 822 not 22.
