Secret letters reveal PST desire

(AP) PST-Chief Janne Kristiansen will have greater powers to register political and religious activity in pursuit of solo terrorists.

In two secret stamped letter to the Justice Ministry requesting the Police Security Service about changes in the central part of the terror laws.

PST also challenges the strict privacy rules that have fenced in service since the surveillance scandals in the 90s.

Mapping

According to sources in the government system wants security to start with a more systematic survey and recording of hate speech on the Internet.

It is necessary, according to PST, to reveal the possible intentions before someone is able to carry out terror.

Communications Director Trond Hugubakken PST confirms that the requested amendments:

- PST has sent over an extensive letter with proposed changes to the terrorism legislation and methodology. We have also sent a letter about the barriers between the PST and the Defence Intelligence Service, said Hugubakken.

The letters are graded according to the Safety Act and subject to statutory confidentiality, and the Ministry of Justice has refused VG transparency.

Started before 22 July

Pst boss started the internal work on it before Anders Behring Breivik struck against the government quarter and Utøya this summer.

According to several sources in the government system is the purpose of "Lex Breivik" stop-like solo terrorists:

Pst instructions prohibits the processing of information about individuals on the basis only of a political, philosophical or religious beliefs, ethnic origin, or health and sexual relationships.

Parliamentary body, the EOS-committee, has repeatedly turned down really hard on the committee believes is a violation of this rule.

In 2010 had 15 pst delete such information from their work registry smart, at the request of the EOS range.

PST can store information for up to four months before they must be deleted - unless PST has found other relevant information about the individual.

Dilemma

Pst boss has already announced more systematic collection and assessment of various activities that can be linked to terrorism:

"The main challenge lies in the effort to uncover the intention to carry out terror," said Janne Kristiansen in Oslo Military Society last week.

But Kristiansen was also open about the dilemma between privacy and PST's needs:

"How many people have a right a comprehensive, profound and long-term monitoring to, to find the one that can actually pose a threat?

And how many innocent people will accept to be the subject of surveillance, control, confrontation and any questioning, without feeling harassed? "

PST also want to criminalize individuals' preparation for terrorism. The current penalty only preparation if several are jointly planning the so-called terrorist associations.

Political leadership of the Justice Ministry would not comment on PST's suggestion now.
