Tillier is a typical Oïl name but is particularly common in Pas-de-calais, Nord and Somme departments, which may explain his look.
And yes this is exactly the Dutch cliché look I had in my mind until my last (and longest) travels in the Netherlands, during which people I saw were much less Nordic looking on average.
