Colombia hands down.

I like Costa Rica, but is a small country, and my freedom of movement without having to cross international borders would be too small. Colombia on the other hand, is big enough for me (slightly larger than Venezuela).

Colombia > Costa Rica > Guatemala

In Costa Rica, I would live in San Jose or surroundings (somewhere in the Central Valley).

In Colombia, I would live in some interior and temperate city at a moderate altitude like Medellin, Bucaramanga or Pereira.

I wouldn't mind however, to live in Cucuta (a little bit too warm for my taste, but it has a very cool location, right besides the border with Venezuela, and right besides the temperate Andes from Santander), or to live in Bogota (a little bit too cold and high for my taste, but is a great capital, and I think it would still be cool to live in there).
