The area of NW Iberia in IA was Gallaecia that was actual Galicia some parts of Castille, western Asturias and Northern Portugal even they traded with Phoenicians so yeah why not i Imagine there were movement with people from South to North or North to south very probably for comercial purposes so in this case the NA could probably comerciants or settlers that moved to Iberia, but is only a Hypothesis.

If you paid attention to the OP, not only Galicia and Portugal have the highest NA, but also Extremadura, Castilia and Leon, Asturias(with the same amount as Galicia) and Andalusia, Murcia and then a drop for the next one.
