To me he looks like he has some non-Irish heritage. I could be wrong but that's what I would ask him.

He does like unusual types. My mother is from Tipperary and I've been there many times. He could be Irish but he has an atypical look that's for sure. I would be surprised if he is fully Irish but I would accept it if that was the case. You can get some atypical looks in populations.

Just for comparison purposes. He looks like he has some possibly other European ancestry other than Irish. That would be my guess.

Well, if that's mom with him she may have foreign ancestry contributing to his atypicality.

He is more or less W Euro looking i think, face isn't as lean as Spanish or Italian ones and his family look fairly Irish though alpinised
