Yes, it is most likely "pure" Spanish, simply because Spaniards hardly mixed with other populations a few years ago, but yes, they are definitely both quite atypical, I would say that 2-4% of Spaniards not of foreign or gypsy descent look like this In the West of the Peninsula from my own experience, there is about 5-7%, I would say.

Surname Rosete is more present in Asturias Spain, although honestly I would not think that they are Spanish if I saw them on the street

I been saying this for years, but the so called "none white looking" Spaniards they look very Mexican to me. they also look very Mexican based of the mexicans I socialize daily.
