According to my personal calculations, 0.5-0.7% of ethnic Spaniards have this hair color or one very similar.

Even in the UK, such extreme light blond types don't surpass 5%.

I analyzed about 200 photos of good or more or less good resolution, only including people who I was sure were ethnic Spaniards, and I found only one person with this pigmentation.
PS. I have excluded most of the women since many had dyed hair.

Yes I usually do the same when analysing different ethnic and national groups for that reason too. xD

Although really with 100 or 200 people it is difficult to know exact figures, but it can only serve as an approximation.
PS. In Spain it is even more complicated, most girls start dyeing their hair when they are 13-14 years old.

Your estimate seems very high for any Southern European population unless you are including children or perhaps in cases of heavy photobleaching. Your estimate might make more sense if you were referring to Scandinavian adults instead of Spaniards. Will Hughes has one of the lightest shades of golden blond possible (Fischer #18-20) and his hair could be quite a bit darker and still be considered flaxen. Outside of Northern Europe most or all of adults with that shade would likely have oculocutaneous albinism. Such shades (Fischer #18-20) are rarer than you might think among adult Scandinavians. Halfdan Bryn found only 0.16% of cases in his largest survey of 11,771 Norwegian recruits. Blondism like Will Hughes in adults exists among non-albinistic individuals in Northern Europe but it is still generally nevertheless a marked rarity. Among indigenous UK adults at large it should also be much less than 1% with the brightest reds being significantly more common.

Not a Will Hughes or even close to it. He is some kind of brownish shade naturally. Will Hughes type blonds are very likely less than 1/1000 in the UK so one might be hard pressed to find other prominent examples.
