What I mean is that, rather than the varieties of English as a Second Language being merely seen as "foreigners speaking English", are they legitimate dialects of English in their own right?

E1L countries are where English has official status and it is the majority of people's native language. These include:
UK, Irish Republic, Canada, USA, Australia, New Zealand and several Caribbean countries. (South Africa is a borderline case).

E2L countries are where English has official status but it is not the majority of people's native language. These include:
India, Pakistan, Bangladesh, Sri Lanka, Maldives, Malaysia, Singapore, Hong Kong, Brunei, Philippines, Seychelles, Mauritius, Kenya, Uganda, Tanzania, Zambia, Malawi, Zimbabwe, Namibia, Nigeria, Ghana, Gambia, Malta, Cyprus and several Pacific islands.
