It's not really excess WHG.
the 10-15% that northern europeans have (Everyone from Scottland to Ukraine basically) get their WHG from the globular amphora and related cultures like megalithics and TRB.
Only balts have true excess WHG. They used to have more of it (Latvia BA, Estonia BA had ~15% excess WHG+ANE)
Over time Balts recieved huge admixture from the south which formed Lithuania IA. Latvians are basically identical to Lithuania IA. Lithuanians then recieved additional southern (Balkanic and West Asian) admixture from Slavs. In the west of lithuania there is more Lithuania IA admixture and they resemble balts more. In the south and east of lithuania there is more slavic admixture. South Aukstajtia and East Aukstaitija lithuanians are closer to belarusians than to latvians.
