If Serbian or Macedonian parties had enough support (in terms of votes) in Albania then why not? Legally speaking, I don't think any laws in Albania prohibit a Serbian or Macedonian defense minister. But an appointment as such is unlikely to happen since Serbian and/or Macedonian parties in Albania do not have enough votes to appoint a key official in government. Macedonia on the other hand, is a mutli-culture country where 1/4 of their population is Albanian (thus, giving them roughly 1/4 of the votes in Macedonia.) In the past 2011 parliamentary election, the Albanian parties were crucial for forming a new government and this led to some Albanians being appointed to key positions (ie defense minister.)

Blame the political game that is being played, mate!
