Its Greek in Origin and not a "Nigger" Haplogroup like my dear Friend CircassianWine claims. Or even Albanian like our Albanian Friends claim.

E-V13 is the main European clade of haplogroup E. It has been variously interpreted as a signature of early Balkan Bronze Age, or Mesolithic, the Greek colonization of Southern Italy, Greek ancestry in some Pakistanis, or Roman soldiers of Balkan origin in Britain. A proper understanding of its age would help resolve the problem of its origins.

Conclusion

The age and distribution of E-V13 chromosomes suggest that expansions of the Greek world in the Bronze and later ages were the major causes of its diffusion.

Who was the E-V13 patriarch in Greece? He was perhaps one of the legendary figures of Greek mythology some of whom are said to have come from abroad. For whatever reason, his progeny grew, and were around to participate in the expansion of the Mycenaean world and the subsequent Greek colonization.

As for Albanians:

Albanians also coalesce to Roman/Late Antique times, consistent with the idea that their high frequency of haplogroup E-V13 (which reaches very high numbers in e.g. Kosovars) is not associated with high diversity. Founder effects in that time frame are the reason for the high frequency of E-V13 in them.

E1b1b as a haplogroup originates in EastAfrica where the highest diversity and ancestral clades are found.The subclade E1b1b1a2 V13 originates in Balkans but it is definitely not Greek because this particular haplogroup became prominent in Europe through founder effect.Ancient Indo-European Greeks were in no way EV13 carriers this is probably a marker of Pre Indo-European Balkan population who were Indo-Europeanized by early Greeks.

Early E1b1b carriers were clearly Negroids and they diluted their autosomal through mixing with Caucasoids.

E1b1b inside of his group doesn't belong to congoids, it is a old haplogroup in Europe

Im no expert but it could be just a Mutation from African Haplogroup to Caucasoid Haplogroup, in the End we all descend from Africans but we dont look like them, because of Mutation and Selection.

No it is not.It is clearly African and Negroid by ancestry.But they have entered Europe as MENA Caucasoids.E1b1b is premanent through founder effect even among Berbers.

You didnt got my poin, we are all african in origin but through mutation and selection we are different now, could be applied to the haplogroup right?

E-V13 is found only in Europe,is not found outside Europe.
Look how white albanians are,at their skin,is not possible that they have black african admixture.And they have plenty of E-V13 on paternal lines.
