I remember when I was a child living in Dorset - everyone would gather outside in their gardens whenever Concorde was due to fly overhead.

You'd see her fly over and everyone would look up at her in awe like an elegant swan in the sky... then after she'd flown away at supersonic speed... a loud and thunderous roar would suddenly hit the ground seconds after she'd flown away.

People would use their life savings to travel on the luxurious and supersonic Concorde between Heathrow and JFK.

She was faster than the speed of sound. You'd always see Concorde first... before you'd hear her.

A Russian warship passing through our seas in the English Channel enroute to Syria. The ship was billowing thick toxic black smoke from its old filthy chimney, and the damp and mouldy conditions inside that old warship were very manky for the sailors onboard.

Norwegian and Danish and Dutch naval forces kept a watchful eye on the ship and escorted her from getting to close to their countries, and the British sent several naval warships to both the North Sea and the English Channel regions to escort her from getting too close to our island.

On July 29, one year after the crash of the Malaysian MH17 airliner in southeastern Ukraine on July 17, 2014, the UN Security Council considered an initiative advanced by a number of countries to establish an international tribunal for the prosecution of those implicated in the tragedy.

Russia condemns the destruction by unidentified persons of the Malaysian MH17 airliner and reiterates its most sincere condolences to the families of all passengers and crew, who died as a result of this monstrous tragedy. We have constantly stressed our commitment to the unavoidability of punishment for the perpetrators of this crime.

Since July 21, 2014, when the UN Security Council approved Resolution 2166, which remains the only universally acceptable basis for international cooperation in the interests of an independent and transparent investigation into the MH17 crash, this country has repeatedly put forward proposals in favour of using the full potential of the Security Council to support the ongoing investigation.

This was precisely the aim of Russia’s draft resolution of the UN Security Council, which suggested using on a broad scale, proceeding from Resolution 2166, the UN mechanisms with a view to an early accomplishment of a full, transparent and trustworthy international investigation into the disaster to facilitate the subsequent search for the most fitting judiciary formula. It is only the full implementation of Resolution 2166 that will help us understand who is to blame and should incur punishment.

We regret that the sponsors of yesterday’s meeting neglected our proposal. Instead, they preferred to rush their international tribunal resolution through the Security Council without holding a discussion of other options. Our insistent explanations to the effect that this unprecedented step was both ill-timed and counterproductive, given that the ongoing investigation into the circumstances of the crash was far from complete, were left unheeded.

Under these circumstances, the Russian Federation, which in every way sought to avoid a split in the Security Council and shunt the issue to a constructive track, did not think it possible to endorse a politicised decision that was being forced on the Security Council and voted against it, with Angola, Venezuela and China abstaining.

We would like to reiterate our commitment to a thorough and unbiased international investigation into the crash of the Malaysian aircraft. Russia will continue to do its utmost to provide every possible assistance to the investigation.

Прежде всего, хотели бы вновь выразить соболезнования семьям погибших, правительствам тех стран, граждане которых оказались в самолете, потерпевшем крушение на Украине 17 июля прошлого года.
Россия последовательно выступает в пользу скорейшего установления причин крушения рейса МН-17 и привлечения виновных в этой трагедии к ответственности. Более того, мы неоднократно способствовали достижению этих задач реальными действиями.

Российская делегация сделала все необходимое для того, чтобы Совет Безопасности в кратчайшие сроки принял резолюцию 2166. При ее подготовке мы настаивали на закреплении положений о необходимости проведения всестороннего, тщательного, независимого международного расследования в соответствии с руководящими принципами международной гражданской авиации и при решающей роли ИКАО.

Более того, мы были полностью открыты для немедленного принятия еще одной резолюции, которая обеспечила бы скорейший доступ в район крушения миссии по расследованию. Однако заинтересованные государства предпочли действовать не через Совет, а на основании двусторонних договоренностей с Украиной, выработка которых заняла дополнительное время.

В резолюции 2166 мы настояли на включении в текст положения о немедленном прекращении всех военных действий в районе, непосредственно прилегающем к месту катастрофы. Именно российская делегация подняла в СБ вопрос о нарушении Киевом этого положения в августе, когда украинские власти в одностороннем порядке объявили о выходе из режима прекращения огня, в результате чего миссия по расследованию вынуждена была приостановить свою работу на длительный срок.

В рамках технического расследования российские специалисты в соответствии с приложением 13 к Конвенции о международной гражданской авиации передали голландской стороне всю информацию, которая у нас запрашивалась, включая данные радиолокационных станций ростовского центра Единой системы организации воздушного движения. Спустя несколько дней после авиакатастрофы российское Министерство обороны провело брифинг, на котором обнародовало в полном объеме имеющиеся у российской стороны спутниковые данные. Они также были направлены голландской стороне.

Свой анализ и расчеты по одной из версий катастрофы - о том, что самолет был сбит ракетой "земля-воздух" комплекса типа "Бук", - направили Нидерландам и специалисты российского концерна-разработчика "Алмаз-Антей". Для этого был снят гриф секретности с данных о тактико-технических характеристиках таких ракет.

Россия - единственная страна, которая обнародовала подобные данные.

К сожалению, спустя год с даты принятия резолюции 2166 сохраняются серьезные вопросы к тому, как проводятся текущие расследования. Российским экспертам не был обеспечен равный доступ к материалам технического расследования: они в одностороннем порядке предоставляют свои данные и расчеты, но остаются в неведении, что делается с ними дальше. При этом мы неоднократно предлагали предоставить квалифицированных специалистов и оборудование для проведения сложных экспертиз (например, металловедческой, которая позволила бы на основе исследования поражающих элементов установить тип ракеты, сбившей самолет). Все это осталось без ответа.

Что касается уголовного расследования, то оно проводится членами Совместной следственной группы (ССГ) в закрытом режиме. Сообщалось, что между пятью странами достигнуты договоренности о неразглашении информации. Какие в этом случае есть основания для того, чтобы быть уверенными в беспристрастности такого следствия? Способно ли это следствие устоять против агрессивного пропагандистского фона в СМИ? Способно ли оно выдержать прессинг очевидного политического заказа, когда заранее называются причины катастрофы и виновные? Причем такие заявления делают в том числе и руководители некоторых государств, входящих в следственную группу.

Российская Федерация была единственной страной, которая напоминала, что резолюция 2166 предусматривает всестороннюю помощь в расследовании со стороны ООН. Мы предлагали подумать над созданием поста Специального представителя Генерального секретаря, что способствовало бы обеспечению подлинно международного и транспарентного характера расследования. Но это наше предложение не было принято. Не выполненным оказалось и поручение Генсекретарю из резолюции 2166 представить в СБ комплексные предложения о возможных вариантах содействия расследованию со стороны ООН.

Что же мы получили в итоге? Подготовленный кулуарно, вне рамок Совета Безопасности, без вдумчивого рассмотрения имеющихся вариантов судебного преследования, проект резолюции СБ ООН по Главе УII Устава. Наша позиция о том, что этот шаг является преждевременным, плохо проработанным и юридически несостоятельным, не была услышана.

Мы внесли альтернативный проект резолюции СБ ООН, направленный на то, чтобы полностью реализовать потенциал резолюции 2166 и обеспечить расследованию подлинно международный, независимый и всеобъемлющий характер. После достижения этой цели можно было бы вернуться к рассмотрению вопроса о юридических механизмах привлечения виновных к ответственности. Хотели бы подчеркнуть, что предложенный нами документ «остался на столе»: содержащиеся в нем предложения и идеи считаем по-прежнему актуальными.

Мы неоднократно заявляли, что не поддерживаем идею создания трибунала по главе УII Устава ООН. Для этого нет никаких оснований с учетом, в частности, того, что Совет Безопасности в резолюции 2166 не квалифицировал трагедию «Боинга» в качестве угрозы международному миру и безопасности. Сложно объяснить, как завершившееся событие, которое год назад не считалось угрозой международному миру и безопасности, теперь вдруг становится ею.

В принципе вопросы организации уголовного судопроизводства - не дело Совета Безопасности. Известные исключения были сделаны в связи с необходимостью установления виновных в массовых преступлениях, отнесенных международным сообществом к категории наиболее тяжких.

Но и опыт трибуналов по бывшей Югославии и по Руанде вряд ли можно признать удачным с учетом их громоздкости, подверженности политическому давлению, дороговизны и чрезвычайной затянутости судопроизводства.

Прецеденты создания Советом международных трибуналов для привлечения к ответственности виновных в действиях, приведших к катастрофам на транспорте, не известны в принципе. Хотя сами подобные трагедии случались. Не обошли они и Россию: в 2001 году самолет авиакомпании «Сибирь» был сбит над Черным морем украинскими средствами ПВО. Речь не шла о создании международного трибунала ни тогда, ни по факту уничтожения пассажирского самолета авиакомпании «Иран Эйр» в 1988 году над Персидским заливом ракетой, выпущенной с американского крейсера. Проведенные в этих случаях национальные расследования - на Украине и в США соответственно - вообще не выявили состава преступлений, а принятая в связи с гибелью иранского лайнера резолюция СБ 616 не квалифицировала произошедшее в качестве угрозы международному миру и безопасности.

Приведем еще один пример. В 2010 году Россия сама выступила с инициативой создания специального международного суда для преследования пиратов. Побудил нас к этому беспрецедентный рост числа пиратских нападений у берегов Сомали. Эффективных механизмов судебного преследования пиратов тогда не существовало (пойманных морских разбойников зачастую просто отпускали). При этом идея международного суда по пиратам поддержки в СБ не получила, несмотря на то, что квалификация ситуации в качестве угрожающей международному миру и безопасности была в наличии. Аргументы о неэффективности, громоздкости и нерасторопности подобных механизмов звучали тогда в числе основных, при этом как раз от тех, кто сейчас поддерживает проект по «Боингу».

Таким образом, приходится констатировать, что проект, вынесенный сегодня на голосование, был лишен какой-либо правовой и прецедентной основы. Мы неоднократно разъясняли все это коллегам, призывали подумать над альтернативами. Однако авторы проекта отказались действовать в духе сотрудничества, поставили его на голосование, заранее зная, что это не приведет к положительному результату. Это, по нашему мнению, указывает на то, что политико-пропагандистские цели для них оказались более важными, чем практические. Это достойно сожаления.

Г-н Председатель,

В заключение хотели бы со всей определенностью подтвердить, что Россия готова продолжать содействовать проведению полного, независимого и объективного расследования причин и обстоятельств гибели малайзийского авиалайнера с опорой на положения резолюции СБ ООН 2166 в целях выявления виновных и их последующего наказания.

Занятая нами сегодня позиция не имеет ничего общего с поощрением безнаказанности.

Наше сегодняшнее заседание прошло очень эмоционально, что и понятно. Иногда, правда, возникал вопрос: есть ли предел политической эксплуатации чувств родственников погибших, переживающих чудовищную трагедию? Некоторые высказывания в отношении России в этой связи я считаю оскорбительными и недостойными дипломатов.

Теперь по существу. Мы свои мотивы изложили в нашем выступлении. Непонятно, почему отсутствие согласия по одной форме судопроизводства приравнивается к безнаказанности. Мы предлагали и подтверждаем свое предложение изучить разные возможные варианты судопроизводства. Среди них есть, на наш взгляд, более простые, эффективные, уместные и менее политизированные. На них и надо сосредоточиться.

Теперь о выступлении министра иностранных дел Украины г-на П.Климкина.

Г-н П.Климкин попытался выступить с позиций морального и даже религиозного превосходства. Говорил о недопустимости безнаказанности, о необходимости сотрудничества. У меня в этой связи есть вопросы к украинскому министру. Зачем гражданские самолеты направляли в зону, где идут военные действия? В зону, где украинские вооруженные силы воюют в том числе и с использованием авиации. Где летают военные транспортники. Зачем отправляли в эту зону гражданские самолеты? Пассажиры малайзийского «Боинга» могли не знать, что у вас вооруженный конфликт. Малайзийские авиационные власти в конце концов могли не знать, что у вас вооруженный конфликт. Но вы-то прекрасно знали. Почему вы это делали? Из жадности или по каким-то другим соображениям? Почему до сих пор не предоставили для расследования записи переговоров ваших военных авиадиспетчеров? Наказали кого-нибудь за это на Украине? Вот вам и безнаказанность! Будем надеяться, что расследование разберется и в этом и наказание наступит и в отношении тех, кто сбивал самолет и тех, кто направлял его в зону военных действий.

И самое последнее. Трагедия малайзийского авиалайнера - тяжелейшее испытание не только для стран, граждане которых погибли в катастрофе, но и тяжелейшее испытание для дипломатов, которым приходится заниматься этим вопросом, для политиков соответствующих стран, для экспертов, следователей, которые продолжают работать. Мы этот путь должны пройти вместе. К сожалению, сегодняшнее заседание вряд ли способствует этому совместному движению к цели выяснения всех обстоятельств этой трагедии и наказания виновных. Но Россия, как я сказал в ходе своего выступления, готова возобновить эту работу. На экспертном, дипломатическом и любом другом уровне. Давайте с завтрашнего дня к этой работе и перейдем.

Наше сегодняшнее заседание прошло очень эмоционально, что и понятно. Иногда, правда, возникал вопрос: есть ли предел политической эксплуатации чувств родственников погибших, переживающих чудовищную трагедию? Некоторые высказывания в отношении России в этой связи я считаю оскорбительными и недостойными дипломатов.

Теперь по существу. Мы свои мотивы изложили в нашем выступлении. Непонятно, почему отсутствие согласия по одной форме судопроизводства приравнивается к безнаказанности. Мы предлагали и подтверждаем свое предложение изучить разные возможные варианты судопроизводства. Среди них есть, на наш взгляд, более простые, эффективные, уместные и менее политизированные. На них и надо сосредоточиться.

Теперь о выступлении министра иностранных дел Украины г-на П.Климкина.

Г-н П.Климкин попытался выступить с позиций морального и даже религиозного превосходства. Говорил о недопустимости безнаказанности, о необходимости сотрудничества. У меня в этой связи есть вопросы к украинскому министру. Зачем гражданские самолеты направляли в зону, где идут военные действия? В зону, где украинские вооруженные силы воюют в том числе и с использованием авиации. Где летают военные транспортники. Зачем отправляли в эту зону гражданские самолеты? Пассажиры малайзийского «Боинга» могли не знать, что у вас вооруженный конфликт. Малайзийские авиационные власти в конце концов могли не знать, что у вас вооруженный конфликт. Но вы-то прекрасно знали. Почему вы это делали? Из жадности или по каким-то другим соображениям? Почему до сих пор не предоставили для расследования записи переговоров ваших военных авиадиспетчеров? Наказали кого-нибудь за это на Украине? Вот вам и безнаказанность! Будем надеяться, что расследование разберется и в этом и наказание наступит и в отношении тех, кто сбивал самолет и тех, кто направлял его в зону военных действий.

И самое последнее. Трагедия малайзийского авиалайнера - тяжелейшее испытание не только для стран, граждане которых погибли в катастрофе, но и тяжелейшее испытание для дипломатов, которым приходится заниматься этим вопросом, для политиков соответствующих стран, для экспертов, следователей, которые продолжают работать. Мы этот путь должны пройти вместе. К сожалению, сегодняшнее заседание вряд ли способствует этому совместному движению к цели выяснения всех обстоятельств этой трагедии и наказания виновных. Но Россия, как я сказал в ходе своего выступления, готова возобновить эту работу. На экспертном, дипломатическом и любом другом уровне. Давайте с завтрашнего дня к этой работе и перейдем.

UK jets intercept Russian bombers near UK airspace

British Typhoon jets were scrambled to intercept two Russian bombers as they approached the UK over the North Sea, the RAF has confirmed.

The Russian Blackjack planes were not talking to air traffic control, and came within 35 miles (56km) of UK airspace at the closest point, the Ministry of Defence said.

It comes at a time of heightened tension between the West and Russia, with three similar incidents occurring in the past year.

The extraordinary hysteria launched in the British media after Defence Secretary Michael Fallon accused Russia of preparing an attack against the Baltic states and of repeated violations of aviation safety rules warrants some clarifications regarding the actual scope of Russia's and NATO's air forces activities.

Russian strategic bombers do regularly fly to remote geographical areas and will continue to do so. This is necessary in terms of training flight personnel and verifying aircraft capabilities.

All flights are carried out in strict accordance with international regulations regarding the use of airspace. Aircraft fly over high seas without entering the airspace and violating the borders of other states, the fact that can be confirmed by radar data for each case. Flights of Russian military aircraft are almost always accompanied by jets from NATO countries and their partners. This is ordinary practice, and the level of public attention towards the latest incidents involving Russian aircraft in the vicinity of British airspace is purely artificial.

Meanwhile, military activity of NATO aircraft at Russian borders is far more intense. Starting from 2014, the intensity of operations of NATO reconnaissance planes over the territory of the Baltic countries, the Baltic and Barents Seas in close proximity to Russian borders has increased significantly and amounts to 8-12 sorties per week. US Air Force RC-135s conduct operations on an almost daily basis: more than 140 sorties in 2014, compared to 22 in 2013. Spy planes from Sweden, Germany, Denmark and Portugal (the latter's aircraft are temporarily based in Lithuania) regularly monitor the activities of the Russian armed forces in the Kaliningrad Region and over the Baltic Sea.

The picture is similar in the Black Sea area: AWACS aircraft are actively used from air force bases in Germany, Turkey and Greece, and sometimes even from the UK and France. These aircraft have increased the intensity of their duty in Romanian and Polish airspace from two sorties per month in January - February 2014 to 40-60 monthly since March 2014. The total number of sorties in March - December 2014 reached 460, compared to just 20 over the same period in 2013.

The number of tactical fighter jets permanently based in the Baltic states in order to patrol their airspace has increased from 4 to 14. They represent air forces of Canada, Portugal and Germany. The two Dutch, two British and two Canadian jets stationed in Poland and Romania have been reinforced on a rotating basis by US/NATO squadrons of up to 12 warplanes.

Overall, the number of sorties of NATO tactical warplanes near Russian and Belarusian borders increased twice in 2014 compared with 2013, and reached 3,000. By way of comparison, over the same period, Russian reconnaissance aircraft carried out just over 200 sorties over the Baltic Sea area compared to 125 sorties in 2013.

It is difficult to avoid the impression of NATO persistently increasing its military capabilities in its eastern member states. Allegations of a “Russian threat” are a convenient pretext for these activities. The question remains open whether their actual aim is just to ensure high military spending and a good level of “Euro-Atlantic solidarity”, or to prepare ground for some aggressive actions against Russian interests. The growing disparity between the actual situation and the official rhetoric of some Western leaders is not helpful for restoring trust, which is probably the main victim of the current crisis in Russia - West relations.

U.S. Command Explains B-52 Bombers Flying Close to Russian Borders

NATO planes have been regularly conducting flights close to Russia’s borders since 2014 sometimes forcing Russian jets to scramble and escort them during the flight to prevent airspace violations.

The US Air Force command in Europe has confirmed that its B-52 Stratofortress bombers have been conducting flights in the Baltics in close proximity to Russia's borders in the Kaliningrad and Leningrad regions, the Defence Blog reported. The command noted that the flights serve as a demonstration of Washington's commitment to regional security.

"These missions have been closely coordinated with the governments of the respective countries and the NATO Enhanced Forward Presence units operating there", the statement by the command said.

The confirmation comes amid reports of American B-52 bombers being spotted flying 150 kilometres away from the Russian border. The Russian Defence Ministry earlier confirmed that the US planes had not violated Russian airspace and that the country's armed forces kept track of them during the flight.

US and NATO planes have been actively patrolling along Russia's borders since 2014, sometimes forcing Russian jets to scramble to prevent airspace violations. In the most recent incident, a Russian Su-27 fighter was scrambled to intercept a US RC-135 reconnaissance plane that was approaching Russian airspace over the Baltic Sea. After the RC-135 changed its course, the Su-27 safely returned to its air base.
