Pristina, 3 July (AKI) – Kosovo prime minister Hashim Thaci has said he will soon offer a “very generous plan” for minority Serbs in the near future to help them integrate into Kosovo society and curb their opposition to independence, Kosovo media reported on Tuesday.

Speaking in Vienna on Monday, after the meeting of the International Steering Group for Kosovo, Thaci said his government will support special infrastructure projects in the Serb-populated north which would improve daily life of the people there, promote freedom of movement and social and economic conditions.

“They are our citizens and we will continue to strengthen the rule of law and establish new municipalities to create the conditions for fair and free elections for citizens to freely elect their leaders,” Thaci said.

Belgrade and Kosovo Serbs oppose independence, which has been recognised by ninety countries, including the United States and 22 out of 27 members of the European Union.

Serbia still operates “parallel institutions” in the Serb populated north and Pristina practically has no control over the territory. But the EU has tied Serbia’s bid for membership to abolishing its institutions in the north and to “normalisation of relations” with Pristina.

The ISG, composed of 25 western nations which support Kosovo, has supervised the implementation of independence since it was declared by majority Kosovo Albanians in February 2008 but decided on Monday that the supervision would end in September because Kosovo institutions have met the standards for self-rule.

The European Union police and judiciaal mission in Kosovo (EULEX) and some 5,000 NATO troops stationed there (KFOR) will continue to assist local authorities in judiciary, police, customs and security matters.

Northern Kosovo has been a scene of frequent clashes between local Serbs and KFOR in border crossings after Kosovo sent police and customs officials to these amid a trade dispute with Serbia. At least two people, including one policeman, had been killed and scores injured.

Thaci said that most of the remaining 100,000 Serbs in Kosovo had integrated into Kosovo institutions at the state and local level.

“We have excellent cooperation and I believe the same will happen with Serbs in the north,” he said.
