I came to the realisation that in the Netherlands one could actually buy it's way out of punishment.
Artikel 303
1Zware mishandeling gepleegd met voorbedachten rade wordt gestraft met gevangenisstraf van ten hoogste twaalf jaren of geldboete van de vijfde categorie.
2 Indien het feit de dood ten gevolge heeft, wordt de schuldige gestraft met gevangenisstraf van ten hoogste vijftien jaren of geldboete van de vijfde categorie.
That little word "of" meaning "or" means that you can be fined with a fine of the fifth category in order to avoid going to prison for 12 to 15 years. So how much are those fines ?

I believe that instead of the "or" option and it should become "and". So criminals will be punished financially as well imprisoned.
