Does phenotypes inherit from one generation to the next or can they "skip" generations? Also, are there specific genes for phenotype?

Yes indeed, this can happen as some of our ancestors genes can be 'deactivated' in our parents and then show up on ourselves afterwards. For instance, my grandfather had deep blue and hazel eyes, all of his brothers actually, my father and his siblings didn't have them physically, but it came afterwards in when we where born.
So it really depends, genes are very random up showing up phenotype..
There are specific genotypes for eye, skin/ hair pigmentation, height, pretty much everything..

phenotypes can also be influenced and change through other factors.
Each parent passes their alleles onto the next generation. The alleles then form gametes. The gametes are random, so two parents may have brown hair, but if they have a recessive blonde hair trait, their child may be blonde. So yes, they can skip generations. As long as there are hidden recessive genes, they can express themselves in the next generation.
Everyone has their own phenotype that is unique to themselves, phenotype is just a word for the many different genes that express themselves.

That would be a combination of many different genes that were apparently dominant.

...so, how much does phenotype genetics affect other genes? For example, certain phenotypes always have certain genes, like a certain eye or hair color. Seems like phenotype dictates other genes perhaps?

Your autosomal DNA composition determines your phenotype to a significant extent.
