IMO he looks more like a German/Swiss/Austrian cromagnid than French. Or South Tyrolean Manuel Fischnaller.

What surprises me isn't that he is Sicilian, but that he is from Messina. I could see him in Palermo more easily.. Messina is an area that looks usually Greek.

Yep, Greek but also Lombard. Taormina (Messina) is a very important tourist destination since early 1900, so It can attract people and workers from all over the Sicily. And Filadelfio as a given name is a traditional name in San Fratello (in medieval times it's was named San Filadelfio), one of the Lombard town in Sicily. San Fratello, also in Messina province, is close to Taormina.
I have checked through the telephone directory, surname Carroccio is concentrated in San Fratello area. So Filadelfio Carroccio is probably a descendant of Lombards of Sicily.

I would wonder how much Lombard ancestry exists in Sicilian "Lombards".. I assume some, but not 100%. Greeks have some Balkan influence so they would not be identical to today's population in Messina, but I suspect on various Aegean islands it comes close to people there.

Hard to say. First, who where the Lombards (Northern Italians) who settled in Sicily? Medieval Northern Italians (descendants of Italics, Celts, Ligurians...) with some Germanic elements of Lombard (Germanic) and Frankish stock assimilated between VIII and X century AD.
According to historian Lucio Lambi ("La popolazione della Sicilia fra il 1374 e 1376") the whole population of Sicily did not exceed 300 thousand inhabitants on about 1374. Consider that Lombards of Sicily on 1168 during an enemy rebellion sent an army of 20 thousand people.
