In Bosnia and Herzegovina are Russian? Are there many Russian live there?

There are around 4k of Russian nationals (+Ukrainians) in Sarajevo Canton (less than 1%) and around 9k in whole BiH (still less than 1% :D ). Most of them are spread out in RS but the largest concentration of Russians is in Sarajevo :P

They also have a couple of organisations. I think one is based in Banja Luka, the other in Sarajevo.

As I look Bosnians less write on racial topics are than the Russian. In Bosnia and Herzegovina, how favorable situation for the creation of a Russian settlement?

Why not hire Bosnians Russian specialists? Russian specialists will not produce disorder and can really improve the industry in which they work

Well Russians, Ukrainians and Beloruthenians have been settling in Bosnia since 1860s because trade and I doubt they would find any major problems here. Language isn't that much of an obsticle, you can learn Bosnian in matter of month or two and vice versa.

But Bosnians have problem finding jobs for Bosnian specialists :D

Seriously we lose 1/3 of our Doctors after their graduation to the West and only thanks to God that the rate amongst engineers and economists is a bit lower, but it's incredibly hard to find jobs here even for natives. I know for ten or so businesses started by Russians but they are mostly in service branches like restaurant and few good clubs I visit time from time.
