Quite right.

His family was from Maastricht in Dutch Limburg, a province much more akin to Flanders than to Holland. Like in Flanders, urban bourgeoisie tended to be bilingual or downright French speaking. Rieu's name and Christian names aree a legacy from that era.

Historically, Maastricht had more ties with Liège than with anything Dutch, but when The Netherlands and Belgium split in 1830 Eastern Limburg, including Maastricht, remained on the Dutch side of the cease-fire line.

To make things a tad more complicated, local Germanic dialect is definitely closer to German than to standard Dutch. BTW, still in the mid-19th century, though being under Dutch administration East Limburg was still formally a member of the German Confederation.

A very interesting crossover area, like Luxemburg.

Thanks for the explanation Ouistreham!
His sons are named Marc and Pierre, that confused me even more when I read his wiki but thanks to your elaboration on this!
