Yes, he is a character floating around the internet. I see people talking about him on the internet, but there's never a valid source. So far, he does not exist. Obviously the man exists because it is a real picture, but I don't think his name is "Vladimir Šipčić".

The picture is real, it's just not Vladimir because there's no proof of his existence. In that wiki article there is one source, which is a link to a photograph uploaded to Imageshack (:picard2:). And I searched the bibliography section, apparently one exists on Google books but you can't even access it or buy it. There even aren't any reviews and it looks like no one has read it because it's inaccessible. Any other information I can find on him are only on other forums. And it's always the same picture.
