This time he cannot remember how to recruit gang members.

Tell him to play GTA Vice City, it's better.

I didn't remember how it was either, but i googled and for PC you can recruit gang members by pressing G when being near them. If this is for PlayStation then i don't know.

From what I just read, firstly you need to have enough 'Respect' to recruit gang members. Once you have this, you have to aim at them and press either 'G' to follow you or 'H' to stay where they are. :)
