There are several Russian 'jokes' about 'the Globe-Ukraine', laughing at Ukrainians' seeming conviction that their country is the centre of the Earth, or almost the ONLY place on it. That seems transfered to Estonia here, as though to mock the Estonians for thinking too highly of themselves. And yet the article is about Latvia?!? Some editor's been rather careless, perhaps, and some cartoonist didn't have much inspiration that day...

I don't recognise the individuals portrayed. :shrug:
