Slovenian surname from Slovenian father. I've been unable to find out his mother's ancestry (German?).

His actions speak for his quality as a man and his quality as a German, which I assume he saw himself as:

His policy of counterbalancing the German threat by aligning himself with Austria’s southern and eastern neighbours, Italy and Hungary, was doomed to failure after Hitler’s ascendance and the increasing military might of the Third Reich. He adopted a policy of appeasement towards Hitler and called Austria the "better German state" but struggled to keep Austria independent.

Against the will of well over 90% of the population. Sounds like a true modern politician.

Does he look odd for a Slovenian.
We have to stress he was Carinthian and not Slovenian per se.

Overall, I think not. Dinaromorphism is not rare among Carinthians, neither is dark complexion. Hey, even the greatest Carinthian of all time had (http://upload.wikimedia.org/wikipedia/commons/thumb/d/d6/J%C3%B6rg_Haider_28082008.jpg/220px-J%C3%B6rg_Haider_28082008.jpg)kinda dark skin for Austrian standards :D (Yeah I know he was Oberösterreicher by birth)
