Well I know Marijuana is legal in the Netherlands, but I'm not sure it's a big part of their culture historically speaking. I'm wondering which European has Marijuana and its usage genuinely been a part of for many years.

in canada, sooooo many people smoke weed it's not even funny. it's hardly enforced, although i wonder if that will change with harper and the new mandatory minimum law.

especially since i'm in university i think i see it alot ;p but i'd say on my floor during my first year... 12 girls, 4 smoked often but i think most of them smoked if offered at a party. below us was 12 guys and i think only two of them didn't smoke (but i didn't know, since we could knock and try to get them to come out but they were always staying in, so i didnt know them too well). i think nearly all of the people at my residence have tried it at least once or twice.

when i visited the netherlands a couple times, i couldn't tell you really but i know people there are alot less apt to act retarded or to think that smoking was cool. you would pass people sometimes and they would be smoking a joint, even business casual people but it hardly looked like a big deal. i went with friends and they were screaming everytime they saw an unfiltered butt on the floor like "woah look at this joints are everywhere woah everyone smokes". and i would tell them more people roll their own (tobacco) in europe but they didn't believe me and thought it was all weed... :rolleyes:

i hung out with a big group of teens and it was alot of fun but they drank more than they smoked weed. in fact im sure a few of them were doing coke. i think once the stigma and 'cool factor' of drugs disappears when you have a more tolerant and open policy. which is why they were more apathetic/able to control themselves when it came to weed, compared to teens in canada. at least the stupid teens :P

i don't think anybody smokes weed in japan... like, at all lmao c:

if my memory is sound, our drug scheduling laws used to extend as low as schedule 6, 7, and 8. it used to be until very, very recently that if you had under 30 grams of marijuana, you would be prosecuted under the lowest schedule which at best you got off scot free, and the harshest was either a fine or 10 hours community service.

under these schedules, it was basically such a low crime that police rarely felt the need to persecute anybody for possessing marijuana. literally they would probably just take it away from kids and that was that. if they wanted to take you in for possessing under 30 grams, it would take alot of paperwork, they would have to charge you, and then it would be just a big circle of useless crap just so you would get a minor charge and a minor fine.

john howard society and other groups would often take in first time offenders - completing their workshop and paltry community service will have the charges dropped, making it almost a moot point to charge anyone under these laws, and i would wager that 90% of people they would catch would fall under all this.

now, since there is no more schedules below 5 and cannabis is now schedule 2, i would imagine the conservative government will be getting the police to start charging more people under this law to show people they are serious about enforcing it. and considering the new laws are harsher, it won't be such a useless law for the police to enforce, so they probably will be taking it more seriously.

growing marijuana - 7 years. trafficking or selling, which means even if you have a small amount of pot but have even one or two ziplock bags you could be tried under this - 5 years. simple possession - 5 years, although this is a more serious offense (indictible). for a summary conviction which a good amount of people would have, it can range from $1000/2000 and/or 6months to a year.

i definitely don't agree with the new laws. other than this, socially in canada, marijuana isn't really considered a hard drug or even a bad one. attitudes toward it are actually very liberal in most provinces, especially in ontario which houses the most canadians. ever year people have been getting more and more open to the idea of marijuana being decriminalized. conservative party policy is in a bit of a stark contrast to this, although eventually i do imagine all parties (incl. conservatives) will eventually open up to it.

i believe that lobbyists from the US have been pretty successful in keeping decriminalization movements from being successful themselves. i think that the US is worried that with having the largest and most open border in the world, that marijuana would flow much more freely into the US. i know in the past they have threatened to tighten up border control - the two times we came close to decriminalizing weed they were defeated (with heavy pressure from the US).

as the US gets more open to it, you can bet Canada's policy makers and the conservative party will as well. Harper has a hard-on for introducing repressive US policies in canada. so when the US is like "well, weed isn't so bad" you'll bet harper will do the same :P

Plenty, and many of them belong to the highest social strata. My "pothead" friends are CEOs, musicians (proficient ones) noblemen and students (tertiary education).
