I usually take the stance that if foreign ancestry is not recognizable through any means besides genealogy and genetics, then for all intents and purposes that individual is of the same racial group as another. However; that doesn't particularly justify their mixture with mono-ethnics from an ethno-centric perspective as opposed to a racialist one.

I think to most people the phenotype is how someone is judged racially. People here might be more critical, however.

You might have two categories for different purposes: predominantly European and fully European.

It raises a few questions in situations we can imagine. E.g: would a European racial preservationist dictator insist that all immigrants to his country should have a genetic test or would he judge on the basis of appearance and "fitting in"? If the dictator's son married and had children with a beautiful woman then discovered she was 1/8 non-European, should he care?

And is it scientifically meaningful to speak of being 100% European?

I suppose the answer has to be more sophisticated, taking into account the genetic distance from Europe of the non-European element(s). For example, being 1/4 Arabic would put a person well within the European zone, but being 1/16 Japanese would put a person on the eastern edge of the zone.
