I think a few different things. Mainly, it is up to the beholder, because we all have different types and features that we are attracted to.

I personally think it is a balance of features like flintlocke suggested. That can mean a broad variety of things.

For example: based on societies standards, a facial complexion that is glowing, looks well rested, even and full color are more likely to be considered beautiful and flawless.

I have been very fortunate to have clear skin, and I do not have huge circles under my eyes. I use coco butter lotion after I wash my face in the morning and evening, which helps maintain a healthy tone and complexion to my face.

Angelic beauties are angelic. But beauty per se doesn't attract men, because beauty per se has no sexual component. That is why a little girl or an old woman can be beautiful but not sexually attractive to a man's eye.

Angelic beauties are angelic. But beauty per se doesn't attract men, because beauty per se has no sexual component. That is why a little girl or an old woman can be beautiful but not sexually attractive to a man's eye.

This said, I personally don't find the woman in the picture neither beautiful nor attractive. Something in the lips and the harmony of the facial triangle just puts me off.
I agree that she's nothing special, just an average woman (but eye-catching).
Btw we agree that beauty and attractiveness are 2 different things, for 2 different goals. If i'm not wrong, you're among those ones who like Adriana Lima....She's a good exemple of very sexy but not beautiful woman (imo), she has strange facial proportions i think, not refined, at least for my taste:

I don't find her harmonious and i don't like her big nose, but then again, she's probably sexy as hell by a male point of view.

I think it's very subjective, it depends on what kind of female (or male) examples you've been throu your infancy, adolescence and first sexual experiences, it's this combination that shape your taste in terms of women (or men).
